Fred is a true professional. In short, he was reliable, a great communicator, and I highly recommend him. After a few consultations, I decided to hire Fred, because of his courteous demeanor, and he was clear and succinct. I appreciate his patience with all of my questions that he answered very clearly. I must say that his services are reasonably priced compared to others, but I believe his provided more value than other professionals I have hired in the past. My feeling is that Fred truly enjoys helping people based on my experience over the span of a few weeks.

Fred advised me on how to submit an application to the DFPI. I thought I knew how to answer disclosure questions, but I was worried if I answered incorrectly it would seem like I was being dishonest. Fred took a consultation with me, then also consulted with his other attorneys regarding my case. Long story short the answer I intended to answer with a No, but it was actually Yes! Fred advised me of how to answer and how the background circumstances wont affect my ability to get licensed - long story short I took his advise and just got my mortgage license! Thanks Fred for your passion and GRIT.

I whole-heartedly recommend Ray & Bishop, PLC to anyone requiring assistance with Professional License Registrations !!! After successfully passing a California License Exam, and promptly filing an online application, I was immediately facing an investigation . . . alleging that I had failed to disclose certain information. It took months to complete obtaining certified documents, notarized documents and records, and still my license was not approved. Persistent and excellent legal guidance was provided every step of the way by Ray & Bishop . . . and after nearly a year . . . SUCCESS !!! the license was issued. THANK YOU Ray & Bishop !!! 'What an excellent service, he provided to me' that's come out when I think of him. He helped me and took care of my problem. As a doctor, your license is everything and he helped me to save it. He was successful. He listened me well every time when I communicated. He explained me everything what he will do and why it needed. Most problem with attorneys is that they are not reachable. I had this issue not at all. He was always available when I needed. His knowledge about medical board and its proceedings is excellent. He is honest and his practice is ethical. It's a great fortune to get a GOOD lawyer when you really need help. I am happy to say that I got that fortune by hiring Mr Fred Ray. I highly recommend him.

I am very glad to share my personal experience with attorney F. Ray. My case in the healthcare field was rather complicated. I went through a lot of researches, phone calls, reviewed a number of attorneys. Previously I selected an attorney in Downtown who speaks highly of herself, but it turns out that she does not have enough experiences and skills to handle my case. I was fortunate to find Mr. Ray. He is very approachable, reachable, and informative. His knowledge in administrative cases and other areas of law is superb. Weeks before my court hearing, he offered number of helpful suggestions and guided me the court proceedings. By the time I appeared in court, I was well-prepared. I was not nervous because I had a good picture what will go on in court. The outcome of my hearing was far better than expected. IMHO, there are very very few attorneys who is highly experienced in handling / defending healthcare related cases in the OC and LA area. In my opinion, Mr. Ray is the best choice. He does not waste time. He gets the job done with the best result.

I hired Fred to assist me in a hearing to decide whether the Department of Insurance would issue me an insurance license. Fred was extremely professional, knowledgeable, and dedicated. He put significant time into preparing for the hearing- in order to fully understand my situation and to establish a plan of defense at the hearing. He went above and beyond my expectations, and we did ultimately obtain the desired outcome at the hearing. I have unfortunately dealt with more attorneys than I would have liked to in my life, and I have to say that working with Fred was by far the best experience of them all. His dedication to his work and his true care for his clients really set him apart from other attorneys I have dealt with in the past. I would absolutely recommend Fred to anyone in need of a license attorney.

I had called at least eight different law offices before calling Fred. I needed a lawyer to assist me in 1) disclosing a criminal conviction to a California Professional Board and 2) strategize to do everything I can to still obtain the license, in spite of my conviction. Fred was the first lawyer to clearly and concisely show me how he can add value to my case. In addition, he showed me the different paths my case could take and the respective action plans for each path. Ultimately, thanks to his guidance, the Board granted me the license! I am so grateful I found this law office because in my experience many other offices first and foremost want to gauge how much money they can get from you. Fred has showed me from the get-go that his priority is to really understand my case and assess an absolutely fair price point for the work performed.

If you are looking for a kind gentleman that will read through your case, spend the time to understand actual details, and care about your livelihood, then this is your man. If you are going through what I am dealing with, than you know that most the time the accusations are written to make you look like scum. I have known and worked with many attorneys I truly feel like most of them are useless. I don't feel this way about Fred or his practice and that is why I am writing this message here. I fired my attorney half way through my hearing because she didn't care about me and didn't want to spend the time needed to understand facts to defend me. Fred jumped into my case with a disadvantage of time and has made me a priority. He spent more time and effort than anyone has ever spent with me on any sort of lawyer relationship I have had to deal with. He cares about digging deep and gathering all the facts to be able to help his clients. Rather than looking at the case and generalizing an outcome he spends an enormous amount of time to understand and relate to the case. At this point I am not sure I am going to win or not, but I can say that this man has done his best effort to defend me and I would recommend him to anyone that needed help. I wish I would have started with him from the beginning.

I would like to offer this review of Mr. Ray's excellent legal acumen and services. When threatened with a letter of reprimand by the Medical Board of California which was "mirroring" the action of another state, I turned to Fred for a detailed legal consultation. He was very thorough in his analysis and research, and correctly indicated that the code violations being cited did not apply to my case. He did offer to take the case, noting that it would likely take several months to resolve. After some more thought, Mr. Ray selflessly referred me to his collegue in Northern California who had close direct connections to the medical board. He gave up my business to do this, and even spoke directly with the other attorney to give him a primer on the case. The end result was complete dismissal of the letter after a single correspondence with the medical board. I would recommend Mr. Ray without reservation, not just for his brilliant legal acumen and service, but also for doing the right thing in directing me to a collegue who could leverage his medical board connections to ensure speedy resolution of this matter. Thank you, Mr. Ray.

Mr. Ray is the most patient, conscientious, and thorough lawyer I have ever worked with. He helped me navigate a re-application for medical licensure in California. His expertly crafted responses led to the board granting me an unrestricted license! I could not have done it without him. I would recommend him without reservation to anyone who is dealing with the California Medical Board.

I had to deal with what I considered to be abuse of authority by a governing agency. Of course, I now understand things better. I made some mistakes. One of the mistakes was that I hired another attorney first, because he claimed to have run the agency's prosecution department. The other guy (Frank B.) did a horrible job and left me at the last minute trying to figure out what to do. The other guy did not prepare and was just trying to do a settlement with the agency. When the agency refused and this guy had to defend me, he dropped me a few days before the hearing. My ability to earn a living was compromised and I had no time to react. I was attorney-less. I got blessed and was given Fred Ray's number. My hearing was Tuesday... I called Ray the prior Friday night, in shock about my other attorney's fiasco. Fred answered the call and we had a conference call on Saturday morning. I met him on Sunday with all the paperwork I had. On Monday, he made an emergency motion to postpone the hearing... the regulating agency opposed it on the grounds that they had witnesses scheduled. So Fred and I met Monday afternoon and we prepared for the trial (hearing). We worked late into the night. Fred is highly organized and efficient. He had forms, and process lined up. He even found time to interview my witnesses and prepared us to testify (IT WAS AMAZING). We literally had about 4 boxes of documents... which he went through and then we went to the two-day hearing. I saw instinct, pure magic... kind of like watching Kobe Bryant clutch three-pointers at the NBA Finals. Fred was on point. He zeroed in on the misstatements and cross-examined witnesses. He presented my case very eloquently, and to my only credit, I followed his instructions and trusted him 1000%. The results, were the best that we could expect. I was able to stay licensed keep the ability to earn a living and provide great service to my clients. I highly recommend Fred Ray. Not only is he knowledgeable, and smart, he is also organized and a great communicator, but more importantly he cares and takes it seriously (unlike most attorneys that do not). You will likely get the best possible outcome in your case if you hire him.

If you hold a license governed by the California Department of Consumer Affairs, you need to know Fred Ray and here’s why: Fred Ray helped me defend my public license against a claim and eventually had the accusation completely withdrawn by the attorney general. It is clear Fred’s skills as an attorney are to the moon, but that’s not the only part you need to examine when you select a licensing/administrative law attorney. One of Fred’s best skills is providing you a road map and a pathway to resolution for your case. What follows is my experience with Fred, which I hope will give you hope in your case and will provide you deep insight into knowing why you can rely on Fred’s abilities. If you are like me, you would have never dreamed in a million years that your license would be questioned because you take great pride in your work, you do everything by the book, and you earned your license according to all the rules your licensing agency set for you. You are a professional and your license is a pedigree to demonstrate your mastery of your field. Then, without any explanation, you receive a vague inquiry from your licensing board. As you are dutiful, you oblige with transparency. Later, what seem like innocuous inquiries become accusations filed with the Deputy Attorney General. At this point, you feel blind-sided and wonder how this happened and you seek the advice of a lawyer. You scour the Internet and find the most qualified, decorated, and recommended attorney for your license. From there you retain him and proceed on a process that usurps about a year or more of your life. Your only saving grace is that you know you did no wrong and you hope the justice system works the way it should despite the legal barbs being launched towards you. Your attorney takes you through the entire process, and in my case, he helped me systematically gather the evidence to support my case, and through his roadmap, he proved my case so that the accusation was withdrawn. Now, presumably, any qualified licensing attorney could navigate you through the above steps, but with Fred his roadmap was so clear and his bedside manner was so honed that as stressful as this situation may seem, his factual words were calming. His ability to write precisely and argue succinctly will help you and your eagerness to resolve the situation. Having gone through this, here are my tips to you: Engage Fred as soon as you hear from your licensing agency regarding anything outside a standard renewal. Do as Fred says. Ask questions, but try to remain organized with your thoughts. I should have used a spreadsheet for my questions. Provide him as much detail as you can. Keep all files and emails with your clients in perpetuity; you may need them. Trust in Fred’s abilities. Let Fred be the attorney. You will want an attorney who is experienced, which of course Fred is, however, what will get you through the year of waiting to defend yourself and your license, is an attorney who will keep your head on your shoulders, and for me that will forever be Frederick Ray.
