Mr. Bhatnagar researched and prepared a memo determining that the City Council of New Castle had no right to take over the Municipal Services Commission and its charter. He also prepared a petition in opposition to State Senate Bill 145 on the subject. It was unfortunate, but no fault of his, that the State Legislature chose to ignore the facts of the matter, and to pass the bill.
