While Chairman of the TIF Commission, I have been involved in the engagement/hiring of Carl Yates to create, document, defend, communicate & follow-up with and to our commission board, public and interested parties. During this time and continuing today, Carl has also been engaged (consulting and hired) to create and provide legal support for TIF/Economic efforts. While Carl possesses a wealth of knowledge and experience in Public & Tax Exempt Finance, he remains focused on the delivery of timely solutions and remedies to our various needs.

Mr. Yates is knowledgeable of the bonding procedures and rules. He was attentive and patient in his responsiveness and insight. Mr. Yates identified specific issues where our District needed to take steps to further our interest and made sure that we were in the know of the process along the way. He handled our needs quickly even with a short timeline in place upon his services being requested.

Carl is one of the most knowledgeable and experienced lawyers in his field. He is creative in his approach to the law, seeking answers and solutions on behalf of the client. Less concerned about billing and more about finding a solution, He approaches any question, or case with the same intensity no matter the size or glamor of the case.
