I am searching for help or answers. My sister lives in Iowa and she has 4 kids. The father of the the first 2 oldest has refused to give the children back to her and now she is being forced to pay child support. He lives in Nebraska and Iowa won’t help her due to the kids being in Nebraska. She is torn on not knowing what to do. We also get worried since he previously was a user and we aren’t to sure if he still is or is not using. She just wants to be able to see her children and have partial custody, but he refuses everything. Not sure what can be done.
