This firm handles state filings and applications. Reasonable prices too. We had them handle a liquor license application with the New York State Liquor Authority for beer, wine, liquor and cider. Got it approved!
I highly recommend this firm to handle your commercial lease as well since there are clauses relating to serving liquor in New York that should be present and negotiated.

Update1 : as I said in my initial post Mr. Rohzik must be a good lawyer because i felt he was unreachable. However,
I'm updating my post because I just got off the phone with him having a great conversation.
Update 2: Mr. Rohzik doesn't do landlord tenant issue at the moment yet refered me to a landlord/tenant specialist whom I spoke with yesterday.
