I am a resident of Sauvie Island Moorage and we've been dealing with a deadbeat landlord for over 20 years. Finally, we are getting some momentum in holding our landlord accountable for his legal responsibilities in providing a safe and habitable environment through persistent pressure from residents and the help of our local Fire Chief. However, there's so much more that is needed and we really need an attorney to help us hold the owner accountable for other unsafe situations we're dealing with. We thought it was going to be Mr. Pickard. We were wrong. Several of us pitched in and paid a hefty $350 consultation fee and it got us no-where. He was quick to take our money. He did meet with a committee member for an hour and he stated he might even be able to take this case on contingency. Well, what happened Mr. Pickard? Where did you go? Why did you not communicate anything after the consult? I also noticed some of his 5 star ratings with no comments come from individuals that appear to live in other countries with no apparent link to Portland? I think this guy is a sham. He will pick up some cases and do well---will it be yours? Maybe. It certainly won't be ours. My guess this case will make the news soon. I/we don't trust Troy Pickard, he's a gamble and certainly expect your $350 to be gone in an instant.

Our floating home community had high hopes with Mr. Pickard defending our rights to a safe and habitable moorage following the $350 consultation we paid him. (BTW many attorneys don't charge for the consultation) Mr. Pickard stated he would follow-up, agreed we had a case and would review the documents that we provided him, then ghosted us. He never returned a single email or phone call after numerous attempts. A simple communication is all that was needed if he didn't want to pick up our cause or was too busy. Instead, I feel like he took our money and left us high and dry with no explanation. I feel like we flushed $350 down the drain and wasted over a month moving forward on urgent landlord issues. Nothing about this interaction felt like Troy is a man with integrity, so disappointing. He may have some positive reviews (that's why we reached out to him) and I also see a repeating theme about his inability to communicate and follow through with what he says he will do, which are both pretty key in hiring an attorney in my opinion. He also appears to be more responsive to his Google reviews than to his clients or potential clients. Mr. Pickard is a gamble, he will take your money and you may never hear from him again. I'd use caution with this one! He let a whole community of us down.

Troy was very helpful in a dispute with a Property Management and he offered advice free of charge. I know who to turn to now if I ever face another dispute like this! Highly recommended!

Troy did an amazing job handling a case where I honestly knew nothing about what I deserved as a tenant. We won the settlement case and he has a client for life if this problem should arise in the future. Thank you Portland defenders!!

I was surprised to read a one star review claiming that Troy was only interested in money because he did EXTRA work with third party organizations (at no cost to us) just to help us with the cost of his services, which was extremely appreciated. We started having issues with our property management company from the moment we moved in. We own a real estate related business and are very landlord-friendly, but this company was just awful. Six months into our 1 year lease, we just wanted out of the lease without having to to pay any break fees. Troy found points of leverage for us and was able to negotiate with the property management company to get us exactly what we wanted. He was very communicative with us (not on a daily basis, but he keps us well informed as needed) and explained everything very thoroughly. I am extremely grateful to Troy. If Troy only cared about making money, he'd likely be working for the big real estate companies, and not us regular folk. Thank you so much, Troy.

When my landlord didn't take care of business, put me off for an entire year, and neglected basic standards, Troy recognized a need and explained my rights. With his diligence, everything settled quickly. He was very straightforward, every step of the way, and quick to respond to email. Much appreciated.

Doesnt return phone calls

After speaking with him over the phone, he had told me to email him explaining my case, I did and till this day I have yet not received a response. I find him very unprofessional!

I picked Troy because I thought he was the best (based on reviews) and would stand up for me and my rights. If you have money to just throw around on repeat information in emails and like an attorney that let's you make all the decisions and sits back and collects money as you (yourself) try and decide how to proceed...though you have clearly laid out your thoughts completely and multiple times. He told me over and over that I have a case he would take to court yet he wasted all my money repeating the same things in emails and then wanted more (knowing I have a winning case and the greedy property would have to pay my attorney fees). As for the greedy property (which Troy himself agreed), he didn't seem to want to stand up for my rights. The lady I'm currently staying with (since I'm homeless due to the greedy property management) said lawyers are lazy. I know understand what she is referring. I've been though hell and all Troy wanted to do was make some easy money off me. Had no regard to my situation or needs. I know there are other attorneys that care and are good. I'd look for them...or if you don't mind an attorney milking you for money, pick Troy. Response to Troy... It seems like that is the generic response attorneys give. At no point did you give me advice that I disagreed with. You just kept repeating the same advice and asking for more money instead of taking the case to court like you said you would in the beginning (the time in which you should have taken it to court and not have wasted my money). You knew and even stated they wouldn't agree yet you continued to persuade me to negotiate knowing they wouldn't agree instead of taking it to court.

I am so glad we hired Troy to handle our issues with our property management! There was was a delay at the beginning of our case with communication, but Troy ended up coming through full force. It's my understanding that there are a lack of Landlord/Tenant attorneys in the area who represent the Tenant side, and I can't imagine how overwhelming things must be especially in this post-COVID moratorium climate. It is obvious that Troy knows the ins and outs of landlord/tenant law, and has high reputation in the community as he handles situations with professionalism, confidence, ethicality and respect. We came to him with a security deposit dispute, which turned into a significantly larger lawsuit full of more violations we never would have known about if Troy hadn't looked deeper into our lease. He was transparent about the risks and benefits of each option moving forward, and always backed me up when I was stubborn to settle to the opposing side's offers. I highly recommend Troy, and would hire him again in a heartbeat!

I just received settlement money from my case against a selfish and greedy landlord - so grateful, thank you Troy!! Communication was challenging, as I'm seeing other folks discussing, but I agree with the sentiment of being patient and trusting that Troy is doing all he can. Ultimately, I felt he did his very best for me. He knows his business thoroughly. I would absolutely reach out to him again if I needed, without a doubt.
