Mr Paxton's answer was clear enough for a layman; it helped me take the next course of action in my case.

After getting an answer from him it was disappointing because he made me feel like if I was a fool. I am not much into law and politics, but I know when a corporation or institution has pull a fast one on me. I needed to see where I could go for an incident that happen at a hospital. But I guess I will have to go further and see if someone else can help me with answers. The reason I gave him four stars it’s because deep in my heart I know he is a good attorney. But I’ll take my chances somewhere else. 
