“Rago was paid in full, provided with all the documentation he requested only to find the case was lost for 2 1/2 years. Client passed away so his services for a POA were no longer required, Rago believes he should keep the retainer even thought he never looked at the file 2 1/2 years to create a POA at $1300.00?”
