I've known and worked with (and against) Stewart for approximately 25 years. Without a doubt, he is the pre-eminent municipal attorney in the state of Illinois, having authored and edited the Illinois Institute of Continuing Legal Education volumes on municipal law. I have dealt with Stewart both as a negotiating opponent on a municipal matter, and worked with him in the capacity of co-defending counsel in another municipal matter. There is no other Illinois municipal attorney I esteem as highly.
