Kristin was our key legal support on Contribution matters at the Universal Service Administrative Company, aka USAC. I was the CFO at USAC, and my team and I worked with Kristin extensively on regulatory and legal issues arising from audits, assessments and appeals related to the Telecommunications companies required to contribute to the Universal Service programs. Kristin continually took a balanced approach to providing guidance that sought to balance the need to support compliance with the rules of the Universal Service programs with the need to minimize the impact on telecommunications companies who were required to contribute to the Universal Service programs.
