Mr. Perkins handled my appeal to the Oregon Appeals and the Oregon Supreme Court between the years 2002-3. At that time he had 32 years experience in criminal law. At the appeal after my post conviction he entered my brief exactly as my Federal appellate attorney had created it to be which consisted of every State claim and matching Federal claim. However, at the appeal to the Oregon Supreme he removed one Federal claim that mated with one State claim. Why? He did it deliberately. Without my consent. Why? So I would lose my case. For an attorney with 32 years experience I am sure he knew about ( Dunkin/ Henry. ) this was a federal case that stated if an inmate is seeking federal relief he must site the equal federal claim that goes with the State claim. If not his case would be procedurally defaulted with prejudice. Also the Oregon State Bar Ethics manual says that an indigent defense lawyer is not permitted to alter an adult clients brief without that adults consent. Bottom line: Blakley v Washington was decided in 2004 and Perkins cost me an additional 40 months in prison and I was never allowed to challenge Oregon's trial mistakes and lies. Stay clear of Perkins.
