I work in a very complicated field with multiple layers of international connections. Security clearances are not always processed with the global economy in mind. I found Tullly Rinckey, did a consult, and retained the Firm. Dan Meyer is the national security partner in the D.C. Dan Meyer saved my security clearance. I had a Guideline I, Psychological Condition statement of reasons. It is very unnerving to receive such a document from your security officer. I did a consult at Tully Rinckey, and Dan put me at rest. He wasn’t worried, at all. After he explained the law, we got going on his strategy to save my clearance. Dan shows a great sensitivity to Diversity, Equity, and Inclusion (DEI) when working with clients; and he takes that commitment into his work at the security agencies. We put together a great brief which included the evidence I collected at Dan’s request. I just got the email from Dan, “you win!” It made my day. Go TR ! Go Dan!

I am a field grade military officer who faced an Officer Grade Determination (OGD) based on a prior disciplinary action I received. Mr. Stevens did not represent me back when I received the disciplinary action, but I hired him to provide me with guidance and assistance in preparing my OGD response.
Mr. Stevens' military law experience was one of the reasons I hired him. He provided me with valuable advice and guidance in how to prepare my submission, what to include, what the reviewing authorities would be looking for, and what the process entailed. We went back and forth with drafts of the OGD submission before it was finalized and sent in.
Based on Mr. Stevens' advice and representation, I felt that I submitted a very strong OGD package that covered the period of military service at issue, and showed that I should be retired at my highest rank. His advice was invaluable, as a negative board outcome can impact me for life. His availability was excellent, he responded to emails in a timely manner and always was on time for scheduled appointments and process milestones. His was very involved throughout the process, first by explaining the overall OGD process, then by providing templates and examples on how to organize my career history to complete my overall package.
Based on my work with Mr. Stevens over an extended period of time, I would highly recommend his services to other military member that needs an attorney in a military law issue.

Our son, an Army enlisted person fell prey to Army SHARP and due process was out the door. Mr. Stevens explained the process, stayed engaged, communicated effectively and eventually got all the charges dropped. Because he knows the UCMJ, he was able to make the case that the accuser made conflicting statements.
Also though I hope never to have to deal with the UCMJ again, I was grateful for the profession plan developed and implemented by this gentleman.

I am a military officer who was falsely accused of sexual assault by another military member. I faced a general court-martial trial and was fortunate enough to have Mr. Stevens represent me.
Before the trial, Mr. Stevens drafted and argued motions, and prepared the witnesses and evidence. In trial, Mr. Stevens gave the opening statement, questioned the witnesses, cross-examined the complainant and government witnesses, and gave the closing argument.
Mr. Stevens' performance in the trial was incredible. He went after the accusers like a shark and picked apart their many inconsistencies. He did an excellent job painting a picture of what actually happened that day and made sure to highlight the many motives the accusers had to lie in this case. His presence in the court room was nothing but professional the entire time and he treated the witnesses with patience and respect while still highlighting their inconsistencies. His work ethic outside of the courtroom during the prep days was unparalleled. I got to talk to a guy who have sat in on over 600 court cases in his lifetime and he said Mr. Stevens is the best there is. I would absolutely recommend him to a friend in need.
Ultimately, I was found not guilty of the alleged sexual assault as well as all other charges I pled not guilty to!

I am one of the lucky people who has called Mark my friend since 2001. He and I lost touch for a number of years, but I always felt like if I ever got in personal legal trouble, Mark would be the first person I would call. And, he was. Last year Mark swiftly stepped in to defend me against a TRO filed by my (now former) upstairs neighbor to gain advantage against my husband in a longstanding condo dispute. It was a dark period in my life, but Mark was able to resolve the TRO matter and the longstanding condo dispute. Any client that Mark takes on is a lucky client indeed. I met Mark over July 4th weekend in 2017. It's a remarkable journey since. He is a rare combination of intellect, knowledge, quick thinking, energy, passion, and compassion to his clients. First of all, I want to thank Mr. Napolitana for restoring faith in my belief in the legal system. I spent the past 35 yrs dealing with the adverse and traumatic effects of having an Other than Honorable Discharge for an unfortunate decision I made when I was 22 yrs old. I knew that there was something special about Mr. Napolitana from the moment we spoke. His empathy and compassion towards my living with a “bad paper” discharge gave me the hope that empowered me to work with him in seeking out an upgrade of my discharge and a correction of what we both perceived to be an injustice.
Although COVID 19 slowed down the legal process, Mr. Napolitana and his team forged ahead in keeping me informed as to the continuing preparation of my case that would be presented to the military board.
Mr. Napolitana was never detected not discouraged regarding my previous two submissions for upgrades by other firms and assured me that they would do everything they could to be able to give me the best opportunity to have my discharge upgraded, if not to Honorable then General under Honorable Conditions.
After 2 and half years of working with me in helping me navigate putting together all the necessary documents historical and current (character letters, work history, educational accomplishments, community and faith based), I was excited and overwhelmed to find out just days ago thet my discharge was administratively upgraded to General under Honorable Conditions. The emotions that I experienced and the tears that flow were a culmination of 35 yrs of being defined by a discharge that could have otherwise been resolved amicably upon my original dos barge 35 yrs ago.
I am so grateful to Mr. Napolitana for all the hard and exhausting hours that he and his team spent on my case and my family and I will forever be grateful to him for giving me an opportunity to have my military discharge match the person of character and achievements that I have attained in the past 35 yrs. Two other times my upgrade request were denied by submissions by others….
Mr. Napolitana was able to get done what I thought to be the impossible. Thank you sir for your service in and outside of the military. You have changed my life!!!

Marc represented me during the 2+ year appeal process fighting to have the denial of my security clearance application overturned. Although this process is known to be inherently long, stressful and difficult to navigate, Marc’s representation and guidance throughout it all made it less daunting. There was not one instance where my emails and phone calls were left unanswered, or concerns not addressed. Marc is without a doubt the reason I was ultimately successful. Andrea M. Ewart, Esq. deserves the highest rating on a scale. We were in very desperate situation when our container with household belongings had been detained by US customs and our previous verbal communications with no less than three (customs, freight forwarders & inspection facility) separate groups worsened the situation. I want to share how grateful I am for Joel Pettit, who helped me win a very difficult case with the Air Force Physical Evaluation Board. From the first time I spoke with Mr. Pettit, I knew I was in good hands. He really understood the entire Air Force IDES process and cared about getting the best result for me.
My case was complicated because it involved a lot of medical issues and some command issues that could have hurt my case badly. Taking care of these issues was very important to me because it could have affected my military career and my future. Mr. Pettit carefully went through every detail of my case, including all my medical records and past evaluations. He made sure nothing was missed and knew exactly how to handle the tough bureaucracy of the Air Force and the PEB process. He even contacted my command directly to figure everything out before we decided what strategy was best. Mr. Pettit did all this while I waited to hear back from my appointed JAG attorney.
One thing I really appreciated about Mr. Pettit was how well he communicated with me. He made sure to follow up frequently and didn’t get frustrated when he had to repeat himself. He explained everything in a way that I could understand, which made the whole process a lot less stressful. Anytime I had a question, no matter how small, Mr. Pettit was there to answer it. I was lucky enough to work with Joel Pettit, a dedicated and tenacious IDES and PEB attorney, who successfully represented me from the Medical Evaluation Board through the formal Physical Evaluation Board hearing, in just under 10 months. My case centered on a PTSD diagnosis that evolved out of several preliminary diagnoses by several doctors and psychologists/therapists. My case was complex and emotionally charged, requiring not only legal expertise but a thorough understanding of Army culture and the challenges faced by Soldiers dealing with mental health issues.
From the very beginning, Mr. Pettit demonstrated an exceptional level of commitment. Understanding the profound impact that PTSD can have on a Soldier’s life, he approached the situation with the sensitivity and respect it deserved. I had served for over 10 years without getting any bad paper but was struggling with mental health issues since my last 2 deployments, an experience that, unfortunately, many Soldiers share. Mr. Pettit quickly recognized the importance of ensuring that I received the disability benefits and support necessary for my and my family’s continued well-being. I was actually amazed at how much Mr. Pettit knew about the ins and outs of the Army IDES process, specific individual staff at the PEB and even the PEB board members.

Mr. Pettit helped me win my Temporary Disability Retirement List (TDRL) formal PEB hearing and then filed my CRSC application, that was granted. He was very communicative and positive throughout the processes despite having to give me some hard truths along the way. Although he was a Marine JAG and is very direct, he knew how to communicate well when I was not in a healthy emotional state. He really put me at ease when I needed it most. What helped a lot was that Mr. Pettit is very transparent about his bills and where all your money is being spent. I don’ t think I’ve ever dealt with someone so open about their business and not afraid to share details. Mr. Pettit actively gave me updates, explained his strategy and made sure I understood and agreed with it all before we executed the plan. Having worked with the government assigned lawyer when I was active duty, this was 180 degrees different. I was never lost and always knew why made the moves we did. I also appreciated that he did a deep dive into my records to the point that I felt he knew more about me than anyone else. He took the time to understand all the parts of my case. I think this is what places him above all the other PEB attorneys out there. Rachel has been a friend for years but I haven't engaged her until recently for legal. As our newer company was growing we started to run into issues with some of our representatives and non-compete agreements which shouldn't have been an issue in the first place (in my opinion, of course).
